Red Sentra SV traveling east bound in the curbside lane was slowing down to stop at the red light of the intersection of Fort Eustis BLVD and Woodside LN. when the male black passenger (mid to late twenties) tossed a small light brown bag that appeared to be a fast food bag out the passenger side window while the car was slowing down. About two miles further down the road as the car was approximately 300 feet from the intersection of Fort Eustis BLVD and HWY 17, he tossed out paper napkins onto the road. |
