Driver began tossing small pieces of paper while traveling towards Rt. 4 on Walker Mill Rd. Prior to Rt. 4, while stopped for a light, he emptied a cup of liquid from his window, and then after a pause, dropped the cup. Then he tossed out another piece of garbage. |
