Driver of a White Ford E-250 van (White male with glasses) ages, 35-45 was throwing various amounts of garbage out his drivers side window. It appeared that he was throwing out cigarette lighters, brown paper bags, papers and plastic bottles and that the driver was making a conscious effort reaching around the front of the vehicle to locate garbage to throw out his window. |
