DETAIL DESCRIPTION
While driving westbound on Braodway in Council Bluffs, IA at about 11am 8/31/16, I saw a man in the truck in front of me throw a paper cup with plastic lid out his window onto the middle of the street. He stopped at a light which gave me a chance to stop and take a photo of his plate. |
