DETAIL DESCRIPTION
Heavy AM traffic, approx. 8:15 AM, driving I-5 northbound to Seattle, about 1 mile north of Michigan exit. 2nd to right lane. Black Ford Focus in front of me, Oregon license plate, erratic in speed, several in car, threw paper out of drivers window - not small but sizeable and not wadded up. I changed to RH land and passed and able to see driver. 3 or 4 in car. |
