DETAIL DESCRIPTION
Taking the I-5 south exit 161 onto the Swift/Albro exchange the driver was throwing bags, cups, napkins and packaging onto the side of the road. Driver was shouted at by a pedestrian, but continued to throw trash from the car. The driver drove eradically, without lights (around 7:30pm), and had darked out/smoky tail light covers. |
