DETAIL DESCRIPTION
Littering car trash, visual plastic wrappers and lit cigarette out window while driving past Navy Academy and flammable open space area on Del Monte avenue from area of Dennis the Menace Park to Sand City area. Tossing while many cars looked in disgust. Then proceeded to turn illegally right after cement border as others were in turn lane. Approximately 5:15 pm. Driving erratically also. |
