DETAIL DESCRIPTION
An older white male driving a blue Ford Escape, Iowa (custom) license plate ST170. Throwing cigarette trash out of his window in a construction zone, and then proceeded to speed through the 25mph construction zone. Litterbug also had a bike rack obstructing the view of his license plate. I had to wait until he was stopped to get his plate tag.
Exactly 12:38pm on April 24th 2018. I keep good detailed track of these scumbags.
