DETAIL DESCRIPTION Approximately 11:45 a.m., Oct. 12, a silver VW Jetta, license plate HJR1566, was driving down 20th Street when the driver hit heavy traffic around Samson Street, caused by volume and rain. The driver, a white male, possibly early 30s, rolled down his window tossed out an empty, small coffee cup onto the street. Still stuck in traffic, the cup lay nearby his car for a few minutes, until traffic eased, and the driver slowly proceeded to Walnut street where he made a left turn. |
