DETAIL DESCRIPTION
Passenger of car threw lit (still smoking) cigarette butt out of the window at stop light. I was in the car directly behind, going southbound on Portland at 7:59 AM (when picture was taken, still at light). I watched them do it and saw the smoke still rising. This is littering and attempted arson. |
