Witnessed a car arrive onto W Vine St approx 4:03pm on 2/20/20.
The car was a Dark Silver or Gray 4-door Dodge Sedan, possibly an Avenger, unsure of year.

The car did a U-Turn on the first block and parked, then the driver exited to stand at the driver-side back door for awhile - possibly to change a diaper.
2 other people exited the car appearing to wait until, with 2 baby seats, the group walked somewhere around the corner on Reading Rd, south of Vine.
Approx 5:18pm the same group of people returned to the car and departed.
While the car was in motion, approaching Reading Rd, the driver opened the driver side door and dropped a dirty diaper into the street. shitter litter. |
