DETAIL DESCRIPTION
I was at the stop light at the insection of I-295 and Ramsey Street, in the far left turn lane coming off of I-295, turning onto Ramsey Street, behind a blue Ford Focus, license number AAE2916. The driver emptied an ash tray out his window then pulled his hand back inside and came out with napkins or paper towels and put his hand down the side of his vehicle and dropped them on the ground. |
