Loiterers Littering

DETAIL DESCRIPTION
There are a group of young males who sit on the sidewalk, primarily behind 3551 Hertford Place NW, who drink and litter. Recently I witnessed one of them take two bags filled with bottles, and leave them on the corner of Hertford and Ogden next to a stop sign. Litter is constantly strewn throughout the street, and the community is getting very frustrated.
