Black plastic bag thrown from car window on street

DETAIL DESCRIPTION
I turned into Scout Rd from Mountain Blvd and a black truck was sat waiting to turn out of Scout onto Mountain. I saw the driver throw a black bag out of the passenger window.

   I looked at him and he yelled What!, then tried to drive away. But he couldnt go as cars were in passing. So I was able to get his car number plate:

   7N9 3293

   There is also other litter on this street that needs to be collected (e.g. a large garbage bag).
