Throwing cigarette butts on common ground in neighborhood.

DETAIL DESCRIPTION
Individual either visiting or living at 6517 Kemper Lakes Ct, Alexandria, VA 22312 (Fairfax County) regularly exits this home, smokes, and throws cigarette butts on common ground. In addition to being a litter issue it is also a fire issue. There is mulch around a tree very near where the cigarette butts are thrown. This could very well start a fire.
