Heading North along Nelson Road, North of Franklin, South of Broad St., a Green Buick License #FZJ 1497 first threw a cigarette butt out the drivers side and then the passenger threw several handfulls of white paper scraps out of the window. There must have been 15 scraps of white paper laying on the road as a result. |
